Subject: About the health report and health insurance for students who will register for higher
education programs in the Turkish Republic of Northern Cyprus (TRNC).
Students who will study at a university in the TRNC, will be given a student residence permit after they submit a health report and buy health insurance, according to the following rules.
1. According to legislation in force in the TRNC, all foreign students who have a temporary residence permit, must submit their health reports while completing registration procedures. Foreign students must submit an original health report and/or laboratory results including HCS-HIV-HBSAG-RPR examinations and bronchoscopy or chest radiography/x-ray for tuberculosis from a state or university hospital affiliated with the Ministry of Health of the Republic of Turkey, or to the medical reports unit of the state hospital in the area they live (medical report and/or laboratory results approval date must not exceed 2 months). The health report and/or laboratory examination results, that will be submitted, will be approved by the TRNC Ministry of Health on the basis of the single physician's report fee specified in the Health Institutions Fees Regulation. However, in cases where the Ministry will require an additional examination, students will pay the full rate according to the rates of the Health Institutions Fees Regulation. 2. Students, who do not have a health report, will complete the procedures to obtain a medical report through the Student Residence Permit Automation System.
Within the scope of the 8/2012 Health Fund Regulation of the Ministry of Health of the TRNC, each foreign student (TR and other countries), who is enrolled in higher education institutions in the Turkish Republic of Northern Cyprus and continues his/her studies and receives a student residence permit, will pay 10% (ten percent) of the minimum wage, to the Cooperative Central Bank Account of the TRNC Health Ministry online through the Student Residence Permit Automation System. After the payment, the automation system will direct the student via a text message to the automation system for the next steps. Foreign students, who pay a premium under this law, can benefit from the state's public health services for the premium year.
The fee for the approval of the health report and health insurance taken from the TRNC, which was mentioned above, will be paid by the students through the Student Permits Automation System, to the TRNC Ministry of Health account at the Cooperative Central Bank online. After the payment, they will be directed via a text message to the automation system for the next stage.
After completing the procedures mentioned above, transactions will be made with the banderols/stickers that will be sealed to the students' passports/ID within the scope of the student residence permit from the Immigration Office.
Each student who make a premium payment will benefit from;
The Emergency Treatment Services are free of charge services in case of a sudden illness, an accident, an injury, etc. Also for services provided in situations that lead to justifiable notices/legitimate circumstances within the first 24 hours following the incident which requires a medical or surgical operation.
The above mentioned emergency situations are applied within the scope of the services provided by the state hospitals.
Benefits from the outpatient clinic are free of charge. However, 20% of the diagnostic (laboratory, x-ray) services and advanced imaging (MRI, Tomography) fees. Other preparation fees for medication and treatment required by the physician are paid by the student as full fees to hospital cashiers.
Examination by a dentist is free. 10% of the fee for tooth extraction and filling is to be paid by the student. Apart from these operations, students benefit from all kinds of operations with full fare.
Students who benefit from inpatient services will benefit from the other preparations which are necessary for medication and treatment. Except for the treatment of oncology diseases (chemotherapy-radiotherapy), 20% of the advanced imaging (MRI, Tomography) fee, and the full payment of the surgeries will be paid, but 20% will be paid for special materials to be used in emergency operations.
Note: For services to be requested other than those mentioned above, the student is subject to the rates in TL (Turkish Lira) column in the annex attached to this regulation and the necessary payment is received by the institution that they receive the treatment from.
